Within a year the village became very prosperous, Inari became the Kage while the rest of his gang became his administers and advisers. The Hokage accepted this offer and sent money and shinobi back with Inari to create the Village hidden in the Waves. In return the Fire nation would have their own ninja fleet trained by Inari and establish trade between the two countries and have an unbreakable alliance. So Inari made his way to Konohana where he asked Naruto and Tsunade for aid to make a small ninja Village in the Land of Waves.
